Recent changes to the Supplemental Nutrition Assistance Program (SNAP) are affecting applicants and recipients in Chesterfield and Colonial Heights. The Chesterfield-Colonial Heights Department of Social Services has released information about what residents need to know regarding these updates.
As of October 1, SNAP applicants and recipients must now provide verification for housing, medical, and dependent care expenses. Work requirements have also changed. Individuals aged 18 to 64 must work at least 80 hours per month to qualify for SNAP benefits. Exemptions from this requirement have been removed for homeless individuals, veterans, youth aged out of foster care up to age 24, and persons with children aged 14 to 17.
These changes stem from H.R.1, also known as the “One Big Beautiful Bill Act,” which was passed on July 4. According to the Chesterfield-Colonial Heights Department of Social Services, “Changes to the SNAP work requirement are the result of H.R.1, also known as ‘One Big Beautiful Bill Act,’ which was passed on July 4. H.R.1 also requires states to maintain a payment error rate be below 6% to receive full federal funding. As a result, Gov. Glenn Youngkin issued Executive Order #13, which requires expanded verification requirements.”
The department advises SNAP recipients to prepare all required documentation before submitting new or renewal applications in order to avoid processing delays. Recipients should report any changes in address or phone number immediately so that important notices can be received without delay. Officials emphasize that these program changes do not mean automatic loss or denial of benefits: “The Chesterfield-Colonial Heights Department of Social Services is here to help. Please remember that these changes do not automatically mean someone will lose benefits or be denied. The department reviews each situation carefully to determine eligibility.”
There are several ways for recipients who have been asked for verifications to submit documents: uploading them online at Commonhelp.virginia.gov; emailing them directly to dssdocs@chesterfield.gov (both pictures and screenshots are accepted); getting assistance at local libraries; or mailing/hand delivering them to the office at 9501 Lucy Corr Boulevard in Chesterfield.
For proof of address, accepted documents include a letter from a landlord, a copy of a lease, or a statement from someone with whom the applicant resides that includes their name and signature if there is no official landlord.
For proof of work, paystubs, receipts for payments received, or written statements from an employer detailing income amount and frequency are accepted forms.
