Join the Office of Equitable Transit and Mobility, part of Richmond’s Department of Public Works, for a community block party and street art mural painting event this Saturday. The event will take place from 4 to 7 p.m. at the corner of Mosby and P streets. Attendees are invited to participate in painting the mural.
This is the second mural in a series of three Lighter, Quicker, Cheaper (LQC) street art projects on Mosby Street. Students from the Paul Development Center designed the artwork for this installation. Earlier this year, another LQC mural was completed near Martin Luther King Jr. Middle School, generating enthusiasm in the neighborhood.
The LQC model focuses on simple, low-cost enhancements that improve pedestrian safety while permanent solutions are developed. These murals serve as both artistic expressions and practical actions.

Richmond’s Department of Public Works is one of only 195 accredited public works agencies in the U.S., providing services such as leaf collection, street maintenance, trash collection, recycling, graffiti removal, parking enforcement, urban forestry management, and more.
The LQC program is part of Richmond’s efforts to promote transportation equity and enhance public safety through community engagement in urban planning. As part of Richmond Connects’ first phase implementation process, it addresses safety concerns with immediate solutions while developing long-term infrastructure changes.
These initial projects aim to make neighborhoods safer and more accessible for pedestrians and cyclists while allowing residents to shape their communities’ future actively.
