New parking decals for residents of the Fan Restricted Parking District will be available beginning May 4, according to an April 28 announcement. Residents can renew their permits either by mail or in person, and the current Fan parking permit will expire on June 30, 2026.

The decal fees are set at $25 for automobiles and motorcycles, while visitor passes cost $35. Residents must display a valid Fan permit to park for more than one hour between 7:00 a.m. and 9:00 p.m., Monday through Thursday, and from 7:00 a.m. to 6:00 p.m. on Friday. Certain streets—including West Avenue, parts of Boyd and Birch Streets, as well as the 1600 and 1800 blocks of West Grace Street—have extended one-hour restrictions from 7:00 a.m. to midnight throughout the week.

To obtain a decal, residents must complete an application with supporting documentation that verifies residency within the district. Property owners need to provide proof such as a real estate bill or other ownership documents; renters must present a valid lease along with approval from the property owner on their application.

A resident is defined as either an owner or renter living in the district who is also a licensed driver whose domicile matches the address on record. Immediate family members residing at that address may also qualify if they meet these criteria.

Annual Visitor Passes are limited to two per house or building address at $35 each and must be purchased when obtaining the primary Fan permit; these passes are only available to residential homeowners.

Residents can find more information about eligibility or purchase permits online through https://www.rva.gov/public-works/parking-enterprise or visit City Hall at 900 East Board Street, Room 102 in Richmond during office hours from 8:00 a.m. to 5:00 p.m. Additional assistance is available via the RVA311 mobile app, online portal www.RVA311.com, or by calling 3-1-1.
