New parking decals for the Fan Restricted Parking District in Richmond, Virginia, are now available for purchase. The decals are priced at $25 each and can be renewed either by mail or in person. Current permits will expire on June 30, 2025.

To park for more than one hour in designated areas from Monday to Thursday between 7:00 a.m. and 9:00 p.m., and on Friday until 6:00 p.m., residents must display the Fan permit on their vehicles. On West Avenue, parts of Boyd and Birch Streets, and certain blocks of West Grace Street, the regulation extends to midnight from Monday through Sunday.

Eligibility for a permit requires residency within the Restricted Parking District. Applicants must complete a City of Richmond Residential Parking Permit Application and provide proof of residency along with photo identification. Property owners need to submit a real estate bill or similar document verifying ownership, while renters must present a valid lease agreement with property owner approval.

Residents eligible for permits include property owners or renters in the district and their immediate family members residing at the same address who are licensed drivers.

Additionally, Annual Visitor Passes are available at $35 each, limited to two per house or building address. These passes must be purchased alongside the Fan permit and are restricted to residential homeowners.

All applicants must comply with residency requirements as well as motor vehicle registration regulations set by the Virginia Department of Motor Vehicles.

Decals and applications can also be obtained at City Hall located at 900 East Board Street, Room 102, Richmond, Virginia 23219 during office hours from 8:00 a.m. to 5:00 p.m.
