Henrico County Government announced on July 22, 2025, that the Board is considering an ordinance to expand five existing Henrico Investment Program (HIP) areas and establish four new HIP areas along Laburnum & Lakeside avenues and Nine Mile & Brook roads. The proposed ordinance would also exclude vape shops from participation.

In a tweet posted at 23:47:19 UTC, the county stated, “The Board is considering an ordinance that would expand five existing Henrico Investment Program areas and establish four new HIP areas along Laburnum & Lakeside avenues and Nine Mile & Brook roads. The ordinance also would exclude vape shops from participation.”

A subsequent post at 23:47:26 UTC described the purpose of HIP: “Designed to stimulate investment in specific areas of the county, HIP offers incentives for qualifying businesses and commercial & industrial uses to enhance their properties & make other improvements: https://t.co/m3x7R3JVam”

The county also announced plans for public input on the measure. In a tweet at 23:47:49 UTC, officials said, “A public hearing on the measure is scheduled for the Aug. 12 Board meeting.”

Henrico County is home to a large and diverse school district. During the 2023-24 school year, Henrico County Public Schools enrolled over 50,000 students—an increase of 0.1% compared to the previous year (source). Black students represented the largest ethnic group in local schools at nearly 36%, followed by white students at about 32% (source). Deep Run High School was noted as having the highest enrollment among high schools with more than 2,000 students during this period (source).

The upcoming public hearing on August 12 will provide residents an opportunity to comment on these proposed changes to business investment incentives in Henrico County.
