Henrico County Government announced on July 22, 2025, that its Board is considering changes to the county code related to affordable housing and utility easements. The updates, discussed in a series of official tweets, detail proposed amendments and recent board actions.

In a tweet posted on July 22, Henrico County Government stated, “The Board is considering an ordinance that would amend county code to clarify that all for-sale housing developments that meet criteria for an affordable housing development may qualify for fee waivers. The adjustment adds condominiums to the list of qualifying developments.”

A subsequent tweet from the same date added further details: “The proposed ordinance also would provide standards for developments under the community land trust model seeking to qualify for fee waivers. A public hearing on the measure is set for the Aug. 12 Board meeting.”

On infrastructure matters, another post from July 22 reported board approval of a property acquisition: “The Board has approved a resolution for the acquisition of about 4,100 square feet of utility & construction easements for $50K in the 11200 block of Old Washington Highway. The easements are needed for a sewer extension project.”

Henrico County is home to a single public school district with over 50,000 students enrolled during the 2023-24 academic year (source). The district’s demographic breakdown shows Black students as the largest group at nearly 36% of enrollment, followed by white students at almost 32% (source). Recent data indicate steady growth in total student numbers compared to previous years (source).

The upcoming public hearing on August 12 will provide residents an opportunity to comment on the proposed ordinance regarding affordable housing fee waivers and standards.
