The U.S. Department of Homeland Security (DHS) reported the arrest of Rick Martinez Lopez, a Guatemalan national with multiple convictions in Virginia, on October 14, 2025. His criminal record includes sexual assault of a child, failure to register as a sex offender, and probation violation.

In August 2025, U.S. Immigration and Customs Enforcement (ICE) placed an arrest detainer on Martinez Lopez at the Richmond City Jail. However, the jail did not honor this request and released him back into the community.

Assistant Secretary Tricia McLaughlin criticized sanctuary policies for allowing “a convicted pedophile, registered sex offender, illegal alien to freely roam Virginia streets.” She said that such policies prioritize protecting individuals like Martinez Lopez over the safety of children in the United States.

Martinez Lopez entered the country without inspection by immigration officials at an unknown date and time. ICE officers continue their efforts to remove criminal illegal aliens from communities despite ongoing challenges.
