Congresswoman Jennifer McClellan, who represents Virginia’s 4th district in the U.S. Congress, has voiced her concerns regarding the ongoing government shutdown and her recent vote on a Senate funding bill through a series of posts on X (formerly Twitter) dated November 13, 2025.
In one post, McClellan addressed the impact of the prolonged government closure: “For 43 days, this government shutdown has taken a toll on millions of people who have missed paychecks, struggled with food insecurity with SNAP funding and more — particularly in Virginia. At the same time, millions more face skyrocketing premiums that threaten their ability to” (November 13, 2025).
She also explained her decision to oppose the Senate funding measure: “The Senate funding bill passed in the House. Here’s why I voted no.” (November 13, 2025).
Expanding on her stance, McClellan wrote: “We could have ended the shutdown by passing 2026 funding bills that meet the needs of the American people and address the health care crisis Republicans created. Instead, the piecemeal package on the floor today kicks the can down the road until January for most federal” (November 13, 2025).
McClellan has represented Virginia’s 4th District since replacing Donald McEachin in Congress in 2023. Before joining Congress, she served in both chambers of Virginia’s General Assembly—first as a delegate from 2006 to 2017 and then as a state senator. Born in Petersburg in 1972 and currently residing in Richmond at age fifty, McClellan is an alumna of both University of Richmond (BA) and University of Virginia (JD).
