Congresswoman Jennifer McClellan, representing Virginia’s 4th district, has recently voiced her concerns on Twitter regarding a Republican budget bill she describes as harmful to various sectors of society. McClellan, who succeeded Donald McEachin in Congress in 2023 and has an extensive background in state politics, provided a series of tweets outlining her opposition to the proposed legislation.
On July 5, 2025, McClellan highlighted that the bill “undermines efforts to combat climate change”. She pointed out that the bill reduces clean energy tax credits while promoting fossil fuel investments. According to McClellan, this approach increases long-term energy costs and disproportionately affects frontline and low-income communities.
In another tweet from the same day, McClellan expressed concern over educational setbacks caused by the bill. She stated that it “creates setbacks for students and borrowers” by eliminating interest-free loans for low-income students after July 2026. The bill also imposes strict federal loan caps and eliminates most flexible repayment options.
Furthermore, McClellan addressed immigration issues related to the bill. She described it as worsening “the broader coordinated attack on our immigrant communities”. The legislation aligns with former President Trump’s deportation policies by adding 10,000 new ICE agents, introducing deportation quotas, and expanding detention facilities. According to McClellan, these measures only serve to escalate fear and threaten civil liberties.
Jennifer McClellan has been serving in Congress since 2023 after a notable career in Virginia’s state legislature. Born in Petersburg in 1972 and currently residing in Richmond, she holds degrees from both the University of Richmond and the University of Virginia.
