Richmond announces new utility rates; eliminates convenience fees

The City of Richmond Department of Public Utilities (DPU) has announced new utility rates, effective from July 1, 2025. The changes, approved by the Richmond City Council, are expected to increase the average customer’s monthly bill by approximately $11.25.

In a move aimed at improving affordability and customer service, DPU has eliminated convenience fees for credit card and ACH payments as of June 30, 2025. This change is intended to make bill payment more accessible and affordable for all customers. Additionally, the single payment limit for credit cards has been increased from $500 to $1,000 and from $500 to $100,000 for ACH payments.

The revised utility rates cover natural gas, water, wastewater, and stormwater services. For natural gas users, the average residential customer will see an increase of about $3.31 per month in fixed distribution and customer charges. Water customers using 6 Ccfs per month will experience a rise of $2.36 on their bills. Wastewater customers with similar usage will see a $4.54 increase.

Stormwater rates are determined by the amount of impervious area on a property. Single-family residents will pay a flat fee based on this measure, with typical residential customers seeing a $1.04 monthly increase.

DPU emphasizes its commitment to providing safe and reliable utility services while offering value to its customers. They offer several programs to assist those who have fallen behind on payments or face financial difficulties:

– PromisePay Payment Plans: Flexible plans for those with outstanding balances.
– MetroCare Water Program: Assistance up to $500 for eligible families struggling with water bills.
– MetroCare Heat Program: Support for heating bills during financial hardship.
– MetroCare Water Conservation Program: Financial aid for plumbing repairs and efficient appliance replacements.
– SeniorCare Program: Services tailored for seniors aged 65+, including no late fees and security deposit waivers.
– Equal Monthly Payment Plan: Spreads annual gas bills over 12 months based on previous usage.
