In response to the opioid crisis and the need for substance use prevention and recovery services, Richmond has announced the creation of the Office of Opioid and Substance Use Response (OOSUR). This office will coordinate efforts to reduce substance use disorders in the community. It is part of the Human Services Portfolio under the Deputy Chief Administrative Officer.
OOSUR will collaborate with local health providers, public safety agencies, community organizations, and individuals with lived experience. The aim is to develop a strategic approach to addressing substance use.
“The opioid crisis continues to devastate families across Richmond,” said Mayor Danny Avula. “The launch of this office marks a pivotal step forward in ensuring that our response is not only comprehensive but rooted in equity, harm reduction, and long-term healing for our residents.”
Key functions include coordinating initiatives across city agencies and partners, expanding education campaigns, supporting harm reduction strategies like naloxone access, and strengthening data collection.
Anna Jones will lead OOSUR as the Opioid Response Strategist. She is a Licensed Clinical Social Worker with extensive experience in substance use response. Previously, she was the Opioid Outreach Coordinator for Chesterfield County.
“We are committed to meeting this crisis head-on with compassion and urgency,” said Jones. “OOSUR will help ensure that Richmond residents affected by substance use have access to the support, treatment, and dignity they deserve.”
The launch aligns with Richmond’s commitment to advancing public health, racial equity, and community resilience.
