The Richmond Police Department has released a final review of the investigation into the fatal shootings that took place in Monroe Park after the Huguenot High School graduation in 2023. The review, presented by Chief Rick Edwards, is available as a video lasting just over seven minutes. It includes crime scene photos, collected evidence, information about the locations of those involved, details on circumstances and motive, and part of a video shown during court proceedings.

During the period when the case was being handled by authorities, RPD limited public disclosure due to ongoing adjudication. Now that the Office of the Commonwealth’s Attorney has confirmed there will be no further criminal prosecutions related to this incident, Chief Edwards has shared additional details with the public.

“We hope this comprehensive account of this extremely complex case provides the public with the details they need to understand this tragedy,” said RPD Chief Edwards. “I have the utmost respect and appreciation for the actions of the RPD officers, VCU Police officers and VCU security staff who were present at the scene and the RPD detectives, forensic professionals and members of the Office of the Commonwealth’s Attorney who successfully investigated and prosecuted this difficult case.”

The review video is accessible on YouTube or can be downloaded through Dropbox.
