The Department of Public Utilities in Richmond is planning to introduce new regulations or modify existing ones for the management of gas, wastewater, water, stormwater, and electric utilities. A public hearing is scheduled to provide an opportunity for community members to share their feedback on these proposals.

The Water Resources Guidance Manual is one of the documents proposed for amendment. The Director of the Department of Public Utilities will conduct a hearing on July 29, 2025, from 6:00 p.m. to 7:00 p.m. at 1801 Commerce Road in Richmond. This session allows individuals to express their opinions either in support or opposition to the proposed changes. Written comments can be submitted to Daniel Rifenburgh before the hearing.

Additionally, amendments are proposed for the Erosion and Stormwater Management Permit (RESMP) Process Quick Sheet. Similar to the Water Resources Guidance Manual, a hearing will take place on July 29 at the same location and time. Attendees can present their views on this proposal as well.

Both sessions aim to ensure transparency and give residents a platform to influence utility service regulations that impact them directly.
